The Golden Rule
Post quality content that people will actually want to read, and post it often. Take your time writing your post, make sure you use proper grammar, are clear and concise, and make sure there is a point to it all. Mix it up and make it seem exciting or interesting, no matter the content.
Search Engines
Search Engines. Search engines are an absolute must. Google.com is the most well-known, and arguably, the only one that really matters at the time of posting.
Yahoo.com is, arguably, the only other search engine that might matter.

There are websites out there such as Free Web Submission which will submit your website’s URL for you. Usually the URL is posted to around 10-100 search engines. Free Web Submission submits your URL to 20. I do, however, recommend you submit your own URL to each search engine by hand.
Forums
Posting on forums can be a great way to generate free backlinks and traffic. The most common way of using this method is to place a URL in the ’signature’ feature of your forum account. This should then be displayed at the end of each post. Most forum software allows for the use of signatures, so this remains a good one.
Some forums, such as Digital Point, even display the last post on any URL you enter. This, like the signature, is displayed with each post.
Blog Comments
Another frequently used way is to comment on someone elses blog post. Not only does this usually provide traffic from other people reading the comments for that particular post, but it also shows interest in the website and can get you one step closer to trading links with the webmaster.
Some comment sections on websites also list the last post created by a website’s URL you enter.
Offer Something Free
For example, JungleJar aquires a lot of its traffic from those on the internet looking for website templates. Since we release free templates time to time and since people seem to like them, we generate a lot of backlinks.

CSS Galleries
Got a good website design? Submit it to CSS website galleries. Not only is this a fantastic way to gain page rank, website traffic, and backlinks, but it exists primarily just to show off your website. Some CSS galleries will submit sometimes hundreds or even thousands of unique hits to your website a day.
Before submitting your website to them, however, I would recommend you making sure your HTML/XHTML/CSS code is valid code.

Social Bookmarking
Make sure your website updates, whether they be tutorials, some sort of informative article, whatever you feel others should be aware of; Make sure it gets socially bookmarked.
You can make sure it gets socially bookmarked by joining some of these websites and bookmarking it yourself. Joning groups and double posting your content to them, making friends, and bookmarking other bookmarks are also ways to generate traffic to your website.

Quality Web Directories
DMOZ.org is the most well known. However, DMOZ is notorious for taking weeks, months, sometimes years to review your website. And even then there remains a relatively decent chance your website still won’t be included in the directory; However, it is free and definately worth the try.
The Yahoo Directory, is another relatively popular directory to list your website. They charge a fee, however.
If your website is related to the Wordpress Content Management System, then I would suggest wordpress-directory.com. It does give you a free backlink as well as traffic, and this is one directory submission site that I see getting larger in the future
Pay For It
Have Money? The only absolute sure-bet is to pay for the traffic and links. I would recommend BuySellAds.com in order to do this. You can view detailed information about the various websites that are also a member of their service, search for sites based on keywords, have your banner or button automatically displayed, etc. I personally have had excellent custom service from them as well.
Another good resource would be to check out the Sitepoint Marketplace – Adspace For Sale forum postings. I’ve always had success with the Sitepoint Marketplace, regardless of what I was offering/purchasing.

great tips…for backlinks I use http://www.automaticbacklinks.com its a community of only google PR+1 links so we know we are in a “good neighbourhood”. I pick my anchor text and can reject sites.
